Mazhilis discusses educational issues during plenary session

The professional experience of students studying under the dual system must be included in their work history, said Member of the Mazhilis, the Lower House of the Kazakh Parliament, Abdimanap Bekturganov today at the plenary session of the Mazhilis, presenting a new draft law ‘On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Education’. He said that the list of documents confirming work history as per article 119 of the Labour Code does not contain this type of contract. As a result, the employer does not consider the future employee’s internship as the work experience. The draft law was approved by the Mazhilis in the first reading.

“It is recommended that the authorized body in the field of education decide on a state order for the training of personnel with post-secondary technical and vocational education through the approval of rules for the formation and distribution. For example, a state order for training in the system of technical and vocational education is placed on the basis of proposals from employment agencies, regional chambers of entrepreneurs, taking into account the needs of the regional labor market. At the same, there is no procedure for the formation of the state educational order. The proposed amendment would reduce the corruption factor in the placement and conducting of public procurement,” Bekturganov said.

He added that the bill proposes to establish the period of mandatory working (used instead of payment after a student studying on governmental grant graduates) proportionally to the duration of the study of a university graduate on a grant. Thus, Kazakh citizens who studied by the state educational order for the entire period will work during all three years, while those who studied some time on a paid basis will have to work proportionally to the period they studied at the expense of the state budget.

“Given the updated content of education, it is proposed to address this problem by introducing a new model of external assessment of education, called ‘Monitoring of educational achievements’, aimed at testing basic knowledge. Taking into account international experience, the mechanism of external evaluation of educational organizations will be improved, which will improve the quality of education of students. Thus, we believe that the adoption of the bill will create all the necessary conditions for improving the educational process, including the training of professionals and their further employment,” Bekturganov stressed.
