All services in social and labor spheres in Kazakhstan to be transferred to digital format by the end of 2020
Kazakhstan plans to transfer 100 percent of services in the social and labor sphere to electronic format by the end of this year, Kazakh Minister of Labor and Social Protection of the Population Birzhan Nurymbetov announced during the reporting meeting with the population. He stated that last year this figure stood at 83 percent. As a result, 2.2 billion tenge (US$5.4 million) was saved. Currently, the Kazakh Labor and Social Protection Ministry is working on implementation of a number of important projects. The ‘Social Family Card’ is the most significant of them. The program covers the entire country’s population. This is seven million Kazakh families.
“After the introduction of social cards, 101,000 families, who were in emergency or crisis situations, were identified. Measures were taken to employ 12,700 people, as well as register 68,800 people in clinics and 72,900 children in kindergartens and schools. 1,451 families were taken out of crisis and emergency situations,” Nurymbetov stated.
“Social ID of Kazakh citizen” is another important project. It is aimed at increasing transparency and convenience in obtaining social benefits.
“The pilot of this project was implemented in nine regions of Kazakhstan. 102,000 social ID-cards were issued, and 88,000 transactions were already made. In the future, we plan to scale this project to all regions of the country,” Nurymbetov said.
In addition, a social services web portal was launched this year. The web portal will allow people with disabilities to order the necessary rehabilitation products and special services directly from suppliers. The system will be fully operating by 2021.
‘TenQogam’ social support centers are also planned to be opened. The centers will provide assistance in the development of business projects and conducting vocational training.
“Rehabilitation centers for professional integration and rehabilitation of individuals with disabilities, who are over 18 years of age, will be operating in all regions of the country. From 2020 to 2023, the construction of new rehabilitation centers will be held in eight regions of Kazakhstan. Regional authorities will continue the work on creating a barrier-free environment for people with disabilities,” Nurymbetov added.
He also said that the budget for social welfare payments was increased by more than 20 percent in 2020. Nurymbetov stated that Kazakh government grants the population 39 types of social payments in the form of pensions and benefits. Working citizens receive payments from the compulsory social insurance system for five social risks.
“In 2020, 3.5 trillion tenge (US$8.7 billion) of the state budget were allocated for social payments. Pensions and benefits will be issued to four million people for a total of more than 3.4 trillion tenge (US$8.4 billion), which is 21 percent more than similar expanses in 2019,” Nurymbetov said.
He also noted that according to the results of the first quarter of 2020, the number of Kazakh citizens employed in the country’s economy amounted to 8.8 million people. Nurymbetov emphasized that this year the employment measures will create jobs for 1.220 million people.
