New versions of all Open Government portals needs to be developed, says Balayeva
Web portals of the Open Government are outdated, Kazakh Minister of Information and Social Development Aida Balayeva stated at an online meeting of the Commission on Access to Information. She stressed that there were difficulties in the process of integrating the Open Budgets data portal with the information systems of Kazakh Finance Ministry because of that problem.
"That is why it is necessary to revise their structure and develop a new version of all the portals of the Open Government. We have sent a specific request to the relevant ministry. I believe that they will come up with good solutions and acceptable answers to these questions," Balayeva said.
Meeting participants discussed the issues of improving the Open Budgets web portal. Kazakh Deputy Finance Minister Ruslan Yensebayev stated that the planning of the state budget is intended to be transferred to electronic format. This will increase the efficiency of government planning and the effectiveness of feedback, as well as ensure transparency of budget planning.
"A lot of work has been done over the past two years to introduce an automated budget planning system. This year, we intend to carry out budget planning for 2021 to 2023 in an electronic format and without paperwork. We are currently finalizing the system by integrating it with various systems of the Finance Ministry, as well as systems of other government agencies. Work is already underway to integrate data with the Open Budget portal, thus budget requests, as well as budget projects, will be automatically published on the portal," Yensebayev said.
Balayeva highlighted the need to inform the population about the activities of the Open Budget portal.
"Kazakh citizens are now concerned with the issue of spending budgetary funds and the effectiveness of their use. In this regard, it is necessary to inform the population that there is such a portal called 'Open Budget' and that all the information on the use of budgetary funds by each state body is available there. Such information work is not carried out. Many people do not know about the existence of such a major portal that has integrated the information of all government agencies. This is one of the most pressing issues, because many problems arise due to misunderstanding among the population," Balayeva said.
The online meeting of the Commission on Access to Information discussed the issues of ensuring access of people with disabilities to information, the results of the annual assessment of the state bodies openness degree, as well as the functioning of the unified internet resourses platform of Kazakh state bodies.
